The pre-Ordeal ceremony, the Brotherhood Ceremony, and the pre-Vigil ceremony will be evaluated by trained, expert evaluators for the purpose of inspiration, validation, feedback, and scoring for the ICE Award and the Section Honor Lodge Award. Emphasis will be on helping ceremonialists learn and grow by receiving actionable feedback by experienced adult Arrowmen who are well-versed in the ceremony texts and the skills of ceremony delivery.
– Pre-Ordeal Ceremony The pre-Ordeal ceremony will begin with the ceremonialists outside the circle, as shown on page 3 of Ceremony for the Ordeal and conclude with the principals returning to the firelay, per Diagram 12 on page 10. Elangomats and candidates are not required for the pre-Ordeal ceremony evaluation, but they can be helpful for ceremonialists and evaluators alike. A firelay and a representation for the 15 blazes will be provided. Lodges should provide their own tokens. Each pre-Ordeal ceremony evaluation will be given a 45-minute time block.
– Brotherhood Ceremony The Brotherhood ceremony will begin with page 2 of Ceremony for the Brotherhood; lodges should plan to have a Nimat with the line memorized as well as several candidates. The evaluation will include the closing that ends on page 14. Each Brotherhood ceremony evaluation will be given a 60-minute time block.
– Pre-Vigil Ceremony The pre-Vigil ceremony will begin on page 3 of Ceremony for the Vigil Honor and end at the bottom of the first column of page 4. Each lodge does not need to provide a candidate. The pre-Vigil evaluations will take the same form as those done at NOAC: all ceremonialists will gather at one location at the same time, and each ceremonialist will take a turn conducting the pre-Vigil. After each ceremonialist finishes, there will be opportunity for each participating youth to give feedback, followed by the head evaluator. The time that this will take depends on the number of participants.
The following rules have been adapted from the Field Operations Guide, Appendix 3.
- The lodge must have a current year’s charter from the national service center.
- All team members must be from the lodge entering the team with their current year’s lodge dues paid and be registered members of the Boy Scouts of America.
- Each team participant must be younger than 21 on the day of the evaluation.
- Ceremonialists may only conduct one ceremony for each category. An individual may, however, participate in more than one category (e.g., a ceremonialist may participate in both a pre-Ordeal and Brotherhood team but not in two pre-Ordeal teams).
- Ceremonialists must actively serve together on a team in their lodge. “All-star” or “conclave-only” teams are not allowed.
- All ceremonialists must wear American Indian clothing and their current Order of the Arrow sash OR full field uniform and sash. If wearing American Indian clothing, all principals must be of the same tribe and time period.
- The use of face paint, body paint, endangered animal parts, wigs, or any type of U.S. flag are prohibited. Any display of disrespect, carelessness, and/or gross inappropriateness for American Indian customs may be cause for disqualification of the team.
- Appropriate undergarments must be worn under costumes. Each participant must wear shorts for modesty. For safety reasons, appropriate footwear must be worn.
- The Boy Scouts of America policy regarding firearms and knives as stated in the Guide to Safe Scouting must be followed.
- Ceremony teams will provide the required tokens and any additional items they wish to use. The conclave staff will provide markers to indicate the locations of the firelay and firepots in the performance area. A “burden” will be provided for the Brotherhood ceremony. No other tokens or materials will be provided.
- Teams are strongly encouraged, but not required to have at least two Arrowmen act as candidates for the ceremony evaluation. “Candidates” during an evaluation can help evaluators better as certain focus on and respect for candidates; however, teams without these stand-in candidates will not be penalized. Extra personnel may be used to enhance a team’s demonstration limited only by conformity with the appropriate Order of the Arrow ceremony (e.g., Arrowmen serving as the voices during the investiture of the pre-Ordeal ceremony).
- All parts must be fully memorized using the latest edition of the appropriate Order of the Arrow ceremony, found at the Inductions Portal on the Order of the Arrow website.
– Evaluators Each lodge must recommend an adult Arrowmen interested in becoming an evaluator to the Section 7b ICE committee for training. These individuals’ names must be submitted to the ICE committee by January 15, 2020 and attend the 2020 American Indian Seminar for training.
– Registration & Schedule for Conclave By April 3, 2020, all lodges must submit to the Section 7b ICE committee a commitment to which ceremonies evaluations they will participate in, along with the names of the participating ceremonialists. All efforts will be made to accommodate scheduling needs.
– Ceremony Team Recognition Following national policy set forth in the Field Operations Guide and NOAC 2020 guidelines and procedures, every ceremony team has the opportunity to be recognized as a Section Quality Team or a Section Honor Team. Every team that submits themselves for evaluation has the opportunity to meet an explicit national standards for achievement. There will be no individual ceremonialist awards nor will there be a ranking of teams. Emphasis in evaluations will be placed on recognizing individual achievement against the national standard as well as ample time for discussion and feedback with expert evaluators. Standards are detailed below in the evaluation rubrics and guide.
– Service Lodge Responsibilities The Section 7b ICE committee will work in coordination with the Cardinal Conclave planning committee and the service lodge. Responsibilities of the service lodge include:
• Identification of two venues for the pre-Ordeal ceremony; two venues for the Brotherhood ceremony, and one venue for the pre-Vigil Ceremony, along with rain contingencies.
• For the pre-Ordeal venues: fifteen firepots and a firelay.
• For the Brotherhod venues: fifteen firepots, a firelay, and a burden
• For all venues: seating for evaluators; water jug; tarp/shelter with table and chairs for ceremonialists to finish getting ready near the venues
– Evaluation Rubrics & Guide Section 7b will be using the same evaluation forms as will be used at NOAC 2020. There is a distinct rubric for each ceremony, as follows.
